I live in a building, a place you rent.

There are eight floors. Every now and then static would destroy my light (the portable one where you can carry around and plug into the wall) and makes my monitor flicker.

Right now I can hear the static noise...

anyone here know what's going on?

Couldnt be from an ungrounded wire I dont think, but there is still a static charge. Maybe the building is not well grounded? Im not sure, as I have never heard of this happening before. Anyone else?

Well everything mechanical emits EM waves. Maybe not 'static' exactly but EMW's can cause all the things you said. Perhaps a very powerful generator or maybe someone in the building has a hamm radio or something of this type.
