There are on the internet nowadays quite a few free publications. I'll list fourof my favourites here:

Arts & Letters Daily - The Chronicle of Higher Education lists some great free articles that have recently appeared on the internet.
Edge - "The mandate of Edge Foundation is to promote inquiry into and discussion of intellectual, philosophical, artistic, and literary issues, as well as to work for the intellectual and social achievement of society."
openDemocracy - "openDemocracy.net is an online global magazine of politics and culture."
Spiked - "spiked is an online publication with the modest ambition of making history as well as reporting it. spiked stands for liberty, enlightenment, experimentation and excellence. Its priorities are content, content and content."

I used to spend a lot of time at the Sacred Text Archives. A little too much as one of my semesters' course grades reflected. Heh.
